SUMMARY & BACKGROUND:
The City of Toledo through Ordinance 620-21 received an initial tranche of $395,046.60 for administrative and planning costs including the development of a HOME-ARP Allocation Plan. Ordinance 663-22 authorized the City of Toledo to accept and appropriate the remaining balance of $7,505,885.40 from the U.S. Department of Housing and Urban Development (HUD) for HOME-ARP totaling $7,900,932.
HUD has since notified the City of a final adjustment to the total award amount, resulting in an additional $11,826 in HOME-ARP funds for a total of $7,912,758.00. These funds are to be used in accordance with federal HOME-ARP regulations and local plans adopted under the FY 2021-2022 Annual Action Plan and its substantial amendment.
This legislation reflects the increase in federal funding and authorizes its appropriation and expenditure to support eligible HOME-ARP activities that assist qualifying populations. The HOME-ARP Allocation plan budget shall increase by $11,826 as shown in Schedule A.
The financial impact of this ordinance is the acceptance and use of an additional $11,826 from HUD to support housing, services, and shelter for HOME-ARP qualifying populations.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the U.S. Department of Housing and Urban Development and to accept and deposit an additional $11,826 into the HOME Program Grant Fund.
SECTION 2. That the appropriation and expenditure of the additional $11,826 from the unappropriated balance of the HOME Program Grant Fund (Account Code 2025-16200-5GH3002STDARP) is authorized for eligible HOME-ARP activities pursuant to HUD regulations and the amended Allocation Plan.
SECTION 3. That the Mayor is authorized to enter into the necessary contracts or agreements to implement the activities and programs described in the HOME-ARP Allocation Plan, a Substantial Amendment to the 2021-2022 Annual Action Plan, upon such terms and conditions as acceptable to the Director of Housing and Community Development and the Director of Law.
SECTION 4. That the Finance Director is authorized to issue warrant or warrants against the above Account Code in an amount not to exceed $11,826 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and to timely accept and expend the additional HOME-ARP funding as required under federal guidelines.
