SUMMARY & BACKGROUND:

The Raw Water Main Project consists of the replacement of one of the two raw water mains that provide raw water from the Low Service Pumping Station on the shores of Lake Erie to the Collins Park Water Treatment Plant.  These pipes convey water to nearly 500,000 residents of the Toledo region on a continuous basis.  The older of the two pipes was installed in 1940 and is nearing the end of its useful life with increasing likelihood of failure as its age extends beyond eighty-five years.  As such, the City of Toledo Division of Water Treatment is currently engaged with Jones and Henry Engineers for the design of a replacement raw water main.  That project is expected to commence construction in 2027 and be completed by 2030.

 

In support of the Raw Water Main Replacement Project, the City will need to update a number of easements along the nine (9) mile route of the raw water mains as well as secure additional easements, secure additional property and negotiate fair compensation for crop damage and restoration terms for over ninety parcels.  Utility easements will also be needed for a number of crossings of petroleum pipelines, railroads, and numerous other utilities.  It is now timely to move forward with the award of the Raw Water Main Real Estate Services. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That an amount not to exceed $694,000 is appropriated from the unappropriated balance of the Water Replacement Fund to Account Code 6063-32000-4UC0525STDSTD; and further authorizing the expenditure of same for the Raw Water Main Real Estate Services.

 

SECTION 2. That the Mayor is authorized to accept bids and execute all necessary agreements for the Raw Water Main Real Estate Services Project, upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to issue their warrant or warrants in amounts not to exceed those authorized in Sections 1 against the above-mentioned account codes in payment of the obligations incurred pursuant to the agreements authorized in Section 2 above upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any unused funds are authorized to be returned to fund balance at the completion of this project.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to engage in a timely contract for Real Estate Services to support the Raw Water Main Project to comply with OEPA requirements and provide a continuous supply of top-quality drinking water to the City of Toledo’s water customers and the citizens of our region.
