Title

Authorizing the Mayor to enter into a five-year implementation and software subscription contract with RightHear for an interpretative signage pilot at multiple City parks; authorizing the expenditure of $13,600 from the Capital Improvement Fund District Improvement Program (DIP); and declaring an emergency.

Body

SUMMARY & BACKGROUND:

A District Improvement Program application has been submitted for a pilot project including the development and installation of interpretive signage intended to facilitate park wayfinding for residents with sight impairments. The signage will assist with navigation and interpretation of the features at three parks. The Division of Parks and Recreation will enter into a 5-year subscription for these services. Toledo, Ohio will be the first parks department in the State of Ohio to implement this technology.

The pilot project is being implemented at three parks:

- Ottawa Park in Council District 1

- Navarre Park in Council District 3

- Pontiac Preserve in Council District 4

The District Improvement Review Committee convened on August 11, 2026, and recommended approval of this application in an amount of $13,600.
