Title

Authorizing the expenditure of $1,197,000 from the General Fund for youth engagement, mentoring, and development initiatives; authorizing the Mayor to enter into necessary agreements for these initiatives; and declaring an emergency.

SUMMARY & BACKGROUND:

This Ordinance authorizes the expenditure of $1,197,000 for youth engagement, mentoring, and development initiatives during the 2025/2026 school-year. Funds will be used to support youth programming through grants distributed to community partners by the Youth Services Division.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the expenditure of $1,197,000 is authorized from the General Fund Account Codes 1001-40100-7000380STDADM and 1001-40200-1115001STDADM for youth engagement, mentoring, and development initiatives in accordance with the program partners and amounts which are in substantial final form on the attached Schedule A.

 

 SECTION 2.  That the Mayor is authorized to enter into necessary program agreements with those individuals and entities selected to execute the youth programming initiatives, upon such terms and conditions as acceptable to the Director of Parks and Youth Services and the Director of Law.

 

                     SECTION 3.  That the Finance Director is authorized to draw warrant or warrants against the above Account Codes in payment of the above-authorized obligations in an amount not to exceed $1,197,000 authorized upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to ensure adequate funds for youth engagement, mentoring and development programs for the 2025 programming season.

 

Vote on emergency clause:  yeas 10, nays 0.
