SUMMARY & BACKGROUND:
Ord. 585-23, in conjunction with ordinances 176-23 and 177-23, authorized the purchase of fire vehicles and equipment in an amount that totaled just over $3.1m, which affords (3) fire engines but is approximately $265k short of a (4th) and much-needed engine purchase. Accordingly, this ordinance bridges said shortage by availing $290k in funding to facilitate the fourth fire engine purchase and related expenditures.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of $290,000 from Account Code 5040-53000- 8CB2209FIRVEH is authorized.
SECTION 2. That the appropriation of $290,000 to Account Code 5040-53000-8CP2338FIRVEH is authorized.
SECTION 3. That the Mayor is authorized to prepare plans and specifications, to accept bids or utilize cooperative or collaborative procurement programs and enter into contracts for the purchase of fire engines and related equipment and services for the Toledo Fire and Rescue Department, upon such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.
SECTION 4. That an amount not to exceed $290,000 is authorized for expenditure from Capital Improvements Fund Account Code 5040-53000-8CP2338FIRVEH for the purchase of fire engines and related equipment for the Toledo Fire and Rescue Department.
SECTION 5. That the Director of Finance is authorized to draw warrant or warrants against the above Account Codes in an amount not to exceed $290,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely replacement of an aging fleet.
