SUMMARY & BACKGROUND:

The City of Toledo is partnering with Metroparks Toledo to develop the $250 million Glass City Riverwalk, transforming both sides of the Maumee Riverfront from the High Level Bridge to the Veterans’ Glass City Skyway Bridge. Recognizing the importance of safe and accessible connections, the City and Metroparks have collaborated on multiple pedestrian and traffic calming initiatives to improve access from surrounding neighborhoods.

 

As part of this commitment, the City and Metroparks commissioned a streetscape enhancement plan for Front Street in East Toledo in 2021. This plan later served as the foundation for a successful application to the U.S. Department of Transportation’s Reconnecting Communities Grant Program, securing $28 million to implement critical improvements.

 

Building on this success, the City and Metroparks have identified the need to enhance safety and walkability along the Summit Street Corridor in the Vistula Neighborhood, from the Craig Street Memorial Bridge to oCherry Street. These improvements will complement significant private-sector investments along the corridor while making the area safer and more accessible for residents, visitors, and businesses connected to the Riverwalk.

 

Under Ordinance 43-24, the City committed to developing a comprehensive streetscape plan for Summit Street as part of its Development Agreement with Metroparks Toledo. In 2024, Metroparks was awarded a $20 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant from the U.S. Department of Transportation to construct the Glass City Riverwalk segment in the Vistula Neighborhod. Construction is scheduled to begin in 2027 and be completed in 2028, with the proposed streetscape plan designed to align seamlessly with this investment when funding is available for implementation.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the expenditure of an amount not to exceed $80,000 is authorized from the General Fund Account Code 1001-16400-5000436STDSTD for design services to prepare a Summit Street Streetscape Plan for the Vistula Neighborhood.

 

                     SECTION 2. That the Mayor is authorized to accept bids and award contracts related to professional services for the project upon terms and conditions acceptable to the Director of Development and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the account code identified in Section 1 above in an amount not to exceed $80,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to permit timely design for the above project.
