SUMMARY & BACKGROUND:
By agreement effective November 2, 1999, the District Advisory Committee for the Lucas County General Health District, the Board of Commissioners of Lucas County, Ohio and the cities of Toledo, Maumee, Sylvania, and Oregon established a regional combined health district. The Agreement has been amended periodically for the purposes of adding the City of Waterville, a board member or extending the term of the Agreement. The proposed Amended Agreement extends the term until 2030 and outlines the terms and conditions for the City’s in-kind services upon the Regional Board of Health’s vacation of the Toledo City Building located at 635 N. Erie Street, Toledo, OH 43604.
Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an Amended Agreement and other needed instruments by and between the Chairman of the Lucas County General Health District Advisory Council, the Lucas County Board of Commissioners, and the other Lucas County subdivisions participating in the regional combined health district (the “Amended Agreement”) extending the Amended Agreement through 2030, with an option for renewals thereafter, subject to terms and conditions approved by the Mayor and the Director of Law.
SECTION 2. That, subject to annual appropriations, expenditures are authorized from the General Fund Account Code 1001-89800-6242001HEALTH for the purpose of providing the City of Toledo’s allocation of costs to fund the continuing administration of health and environmental services within the geographical jurisdiction of Lucas County, Ohio.
SECTION 3. That the Director of Finance is authorized to draw a warrant or warrants in payment of the above obligations authorized against the above Account Code upon presentation of the proper voucher or vouchers if necessary.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Amended Agreement for the regional combined health district should be authorized at the earliest possible time for the purpose of continued operations.
