SUMMARY 7 & BACKGROUND:

                     The City of Toledo has been awarded a grant from the Environmental Protection Agency (EPA) entitled the Great Lakes Restoration Initiative (“GLRI”) in the amount of $2,600,000 to be used for the Implementation of Improvements to Nearshore Aquatic Habitat in the Lower Ottawa River Project. This ordinance authorizes the mayor to accept, deposit, appropriate and expend up to $2,600,000 in grant proceeds from the EPA.  NOW.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the mayor is authorized to execute all necessary Great Lakes Restoration Initiative grant documents with the Environmental Protection Agency (EPA) for the Implementation of Improvements to Nearshore Aquatic Habitat in the Lower Ottawa River Project upon terms and conditions acceptable to the Director of Public Services and the Director of Law.

 

SECTION 2. That the mayor is authorized to accept and deposit grant proceeds from the EPA’s Great Lakes Restoration Initiative grant in an amount not to exceed $2,600,000 into the Operation Grants Fund, Account Code 540G-40100-8G02029STDSTD.

 

SECTION 3. That the appropriation from the unappropriated grant proceeds in an amount not to exceed $2,600,000 is authorized from the Operation Grants Fund into Account Code 540G-40100-8G02029STDSTD; and further authorizing the expenditure of same for the Implementation of Improvements to Nearshore Aquatic Habitat in the Lower Ottawa River Project.

 

                     SECTION 4. That the mayor is authorized to accept bids and execute necessary contracts to perform work under this grant upon such terms and conditions as shall be approved by the Director of Public Services and the Director of Law.

 

SECTION 5. That the Director of Finance is authorized to issue warrant or warrants against the account code 540G-40100-8G02029STDSTD in an amount not to exceed $2,600,000 in payment of the obligations authorized in Sections 3 and 4 upon presentation of proper voucher or vouchers.  

                     

SECTION 6. That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this Ordinance must be immediately effective in order to implement this program within the Environmental Protection Agency’s designated time schedule.
