SUMMARY & BACKGROUND:
A request for proposal was posted on Planet Bids in 2020 for a new case management system. The first phase of this project was funded by a $15,000 Project Safe Neighborhood grant (2019-PS-PND-PSN-439) (Ord. 300-20) and $104,226 from the Law Enforcement Trust Fund (Ord.468-20). Additional customization of the system was funded by a $150,000 2020 Crime Gun Intelligence Centers Grant (495-20). This expenditure is for the underlying software needed to operate the case management system. The case management system utilizes Decisions LLC software and it is required to continue to operate the system.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into a case management software license agreement with Decisions, LLC under such terms and conditions deemed acceptable by the Director of Police Operations and the Director of Law.
SECTION 2. That an expenditure of an amount not to exceed $74,135 is authorized from the General Fund, Account Code 1001-52000-3381002STDSTD for Decisions LLC software licensing.
SECTION 3. That this council finds and determines it is in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Decisions, LLC is the exclusive licensor for the Toledo Police Department’s current case management system.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above-mentioned Account Code in an amount not to exceed $74,135 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective for uninterrupted use of the case management software.
