SUMMARY & BACKGROUND:
This Ordinance authorizes the Mayor to enter a space usage and student training agreement with Owens Community College on behalf of the Toledo Fire and Rescue Department for Fire Academy and Departmental Training that incorporates requisite facilities and administrative support functions as needed to accomplish such ends.
The agreement defines 5,834 sq feet of space usage at a monthly cost of $6,806.33 for the term of the agreement, starting January 1, 2023, to December 31, 2027. Total annual expenditure is $81,675.96 for an agreement sum of $408,379.80
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter a 60-month space usage and student training agreement with Owens Community College (Perrysburg Campus) for TFRD Fire Academy and Departmental Training purposes. Said agreement shall contain additional terms and conditions as deemed proper and requisite according to the Mayor, the Director of Fire and Rescue Operations, and the Director of Law. (See attached agreement).
SECTION 2. That, subject to available appropriation in future years, an expenditure not to exceed $81,675.96 annually for a term of five years is authorized from the General Fund Account Code 1001-53000-533100-3341002TRAING for the purposes identified in Section 1.
SECTION 3. That this Council finds and determines that it is in the city's best interest to waive the competitive bidding requirements of TMC section 187 for the reason that Owens Community College is the only facility in the Northwest Ohio area that can accommodate the training facility needs of the Department of Fire and Rescue Operations.
SECTION 4. That the Finance Director is authorized to draw a warrant or warrants against the above-referenced account code in an annual amount not to exceed $81,675.96 in payment of the above obligations upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective to facilitate the proper and timely training of Toledo Fire and Rescue trainees and department personnel.
