SUMMARY & BACKGROUND:
An application (Z25-0005) for a proposed change in zoning for the property located at 1565 Alexis Road, Toledo, Ohio, was submitted to the Toledo City Plan Commission for its review and recommendation.
On March 13, 2025, the Toledo City Plan Commission recommended approval of the request for a zone change from “IG” General Industrial to “CR” Regional Commercial for the property located at 1565 Alexis Road, Toledo, Ohio.
On April 16, 2025, the Toledo City Council Zoning and Planning Committee recommended approval of the request for a zone change from “IG” General Industrial to “CR” Regional Commercial for the property located at 1565 Alexis Road, Toledo, Ohio.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the zoning maps attached to Part 11, Planning and Zoning, Toledo Municipal Code, are hereby authorized to be revised by changing the zoning district of that part of the City of Toledo more fully described as follows:

Being a part of the South 10.85 acres of the East 1/2 of the Southeast 1/4 of Section 6, Town 9 South, Range 8 East, in the City of Toledo, Lucas County, Ohio, bounded and described as follows:
Beginning at a point on the East line of said Section 6, and centerline of Hagman Road which point is 355.85 feet North 0 degrees, 23 minutes, 15 seconds East of the Southeast corner of said Section 6;
Thence North 89 degrees, 42 minutes, 45 seconds West along the North line of said 10.85 acres parcel a distance of 825.60 feet to premises deeded to the City of Toledo by deed recorded in Volume 2096, Page 208, Lucas County Deed Record;
Thence South 0 degrees, 30 minutes, 05 seconds West a distance of 63.84 feet measured;
Thence South 32 degrees, 30 minutes, 05 seconds West a distance of 259.09 feet to a point on the Northerly right-of-way line of State Route 184 (Alexis Road Extension) as now established by State Highway Department of Ohio;
Thence South 89 degrees, 32 minutes, 45 seconds East along the Northerly right-of-way line of Alexis Road Extension as now established a distance of 896.35 feet to a point designated as 70.00 feet left of Station 1113 + 00 in the Ohio State Department of Highways centerline survey of State Route 184;
Thence North 18 degrees, 20 minutes, 29 seconds East, a distance of 136.60 feet to a point designated as 200 feet left of Station 1113 + 4196 in said centerline survey of State Route 184;
Thence South 89 degrees, 36 minutes, 45 seconds East a distance of 25.00 feet to the centerline of Hagman Road and the East line of said Section 6;
Thence North 0 degrees, 23 minutes, 15 seconds East along the centerline of Hagman Road and the East line of said Section 6, a distance of 155.82 feet to the place of beginning.

Commencing at a found iron pin monument at the Southeast corner of Section 6, Town 9 South, Range 8 East, said point also being the intersection of the centerlines of Alexis Road, so called, and Hagman Road, so called.
Thence North 00 degrees, 23 minutes, 15 seconds East, along the East line of Section 6, said line also being the centerline of Hagman Road, a distance of 184.59 feet to a point.
Thence North 89 degrees, 36 minutes, 45 seconds West, a distance of 30.00 feet to a magnetic nail set on the Westerly right-of-way of Hagman Road, and said point being the true point of beginning.
Thence South 18 degrees, 20 minutes, 29 seconds West, along the Westerly right-of-way of Hagman Road, a distance of 120.38 feet to a point on the North right-of-way of Alexis Road. From said point an iron pipe can be found 0.05 feet South and 0.12 feet West.
Thence North 89 degrees, 32 minutes, 45 seconds West along the North right-of-way of Alexis Road, a distance of 190.00 feet to a point. From said point an iron pipe can be found 0.09 feet South and 0.09 feet West.
Thence North 00 degrees, 27 minutes, 13 seconds East, a distance of 285.10 feet to a point. From said point an iron pipe can be found 0.07 feet South and 0.02 feet East.
Thence South 89 degrees, 42 minutes, 45 seconds East, a distance of 226.78 feet to a magnetic nail set on the West right-of-way of Hagman Road.
Thence South 00 degrees, 23 minutes, 15 seconds West, along the West right-of-way of Hagman Road, a distance of 171,20 feet to the true point of beginning.
Containing 62,650.92 square feet, or 1.438 acres of land.
Bearings used hereon are based upon an assumed meridian and are for the express purpose of showing angular measurement. All 1/2" galvanized steel pipe set are marked with a cap bearing company name and P.L.S. #7476. This legal description is based upon a field survey prepared by Lewandowksi Engineers on May 19, 2006.
SECTION 2. The Secretary of the Toledo City Plan Commission is hereby authorized and directed to make the said change on the original zoning maps.
SECTION 3. That this Ordinance hereby is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to provide for the orderly regulation and use of the property and to protect the land value in the area.
