SUMMARY & BACKGROUND:
The existing pumps at the Low Service Pump Station lift station have reached the end of their service life and are no longer operating at optimal efficiency. Frequent breakdowns, reduced flow capacity, and increased maintenance costs have significantly impacted system reliability and performance. These aging pumps pose a risk of failure, which could lead to service disruptions, environmental compliance issues, sanitary issues, and costly emergency repairs.
To ensure continuous and efficient wastewater management, it is necessary to replace the outdated pumps with new, energy-efficient models. Upgrading the pumps will improve system reliability, reduce operating costs, and support long-term infrastructure sustainability.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $30,000 is authorized from the unappropriated balance of the Water Replacement Fund to Account Code 6063-32000-4UC1625STDSTD and the expenditure of the same is authorized for the LSPS Lift Station Pump Replacement.
SECTION 2. That the Mayor is authorized to accept bids and execute the necessary contract(s), for LSPS Lift Station Pump Replacement, upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $30,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
