Title
Expressing City Council’s support and authorizing the Mayor to prepare and submit applications to participate in the Ohio Public Works Commission, State Capital Improvement and Local Transportation Improvement Programs and to execute agreements as necessary and appropriate for obtaining this financial assistance; and declaring an emergency.

SUMMARY & BACKGROUND:
Both the State Capital Improvement Program and Local Transportation Improvement Program provide financial assistance to political subdivisions for capital improvements to public infrastructure. The infrastructure improvements detailed and delineated in Section 1 are considered to be priority needs for the community and are qualified projects under these Ohio Public Works Commission Programs. Passage of this legislation is procedurally required to allow the City of Toledo to apply for this capital improvement funding.
Summary
NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That this Council supports the Mayor’s applications to the Ohio Public Works Commission for funds for the following described projects:
Summit Cycle Track, Phase 1
Sylvania Avenue from Douglas to Upton
Arlington Avenue from Detroit to Spencer
Secor Road from Central to Kenwood
Telegraph Road from Detroit to Alexis
Dura Avenue from Matzinger to RR Tracks
Central Union Plaza Streets
South Expressway Drive from Stickney to Manhattan
Executive Parkway from Secor to Central
Detroit/Central Roundabout
Sylvania from Bennett to Lewis
Lagrange from Greenbelt to Summit
Large Diameter Sewer Rehabilitation
Sanitary Sewer Replacement
Sewer Lining
Storm Sewer Replacement
SECTION 2. That the Mayor is authorized to submit applications and any necessary documentation as may be necessary and appropriate for obtaining such financial assistance upon such terms and conditions as shall be approved by the Director of Transportation and the Director of Law.
SECTION 3. That, subject to appropriation, if the projects described in Section 1 above are approved for financial assistance, the City of Toledo will commit the necessary funds to meet the local share and make any loan repayments as required in the corresponding project applications and OPWC guidelines.
SECTION 4. That this Resolution is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Resolution is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Resolution must be immediately effective in order to permit the timely submittal of funding applications for the above projects.
