SUMMARY & BACKGROUND:

The City of Toledo wishes to enter into a contractual agreement to utilize a Smart Tree Inventory and related professional data services for its urban forestry and tree management activities. The use of Smart Tree Inventory professional services will improve the City’s ability to manage its public tree infrastructure by providing timely and accurate information to Forestry staff, supporting more proactive maintenance decisions and improving coordination of tree-related work, The system will also support the City’s continued development of a comprehensive, GIS-based urban tree inventory and urban forest management program consistent with the City’s strategic goal for expanding and improving Toledo’s urban forest.

 

The Smart Tree Inventory uses LiDAR, high-resolution imagery, and machine learning to create a detailed, GIS-based inventory of the City’s trees, capturing objective information such as species, location, tree diameter, height, canopy size, health, and potential risk. The updated inventory will allow the City to identify trees with the greatest maintenance and safety concerns and prioritize inspections, pruning, removals, and other necessary work based on current data. By understanding where the City’s highest-priority trees are located and what maintenance needs exist across the urban forest, Forestry staff will be able to develop a more proactive and targeted maintenance plan, better allocate available resources, establish maintenance cycles, and make data-driven decisions regarding the health and safety of Toledo’s public trees.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That subject to appropriation, the annual expenditure of an amount not to exceed $250,000 is authorized from the Special Assessment Services Fund, Account Code 3050-27100-2423001STDSTD for the professional services for a Smart Tree Inventory.

 

SECTION 2. That the Mayor is authorized to accept bids and award a two-year contract for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the Account Code listed in Section 1 upon presentation of properly approved voucher or vouchers in a total amount not to exceed $250,000 annually in payment of the above-authorized obligations.

 

SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of public peace, healthy, safety, and property and for the further reason that this Ordinance must be immediately effective in order to help maintain critical elements of the City’s Urban Forest.
