SUMMARY & BACKGROUND:
The Ohio Emergency Management Agency awarded the Toledo Fire and Rescue Department an ARPA First Responder Wellness Grant totaling $388,457.12, to develop sustainable wellness programming to support member Mental, Emotional, and Behavioral Health needs.
Accordingly, the grant funds a Wellness Coordinator Consultant position for program administration that includes but is not limited to: implementing and administering wellness day activities, overseeing a diverse and well-trained peer support team, and facilitating the therapy dog program; all of which is summarized herein as Addendum A.
These funds continue to build and sustain Toledo Fire’s Employee Assistance Program (EAP) and related wellness initiatives.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit a grant from the Ohio Emergency Management Agency into the Operation Grants Fund Code 2016-53000-3G04556ARPAFIR in an amount not to exceed $388,457.12 to support Fire and Rescue First Responder wellness activities and services.
SECTION 2. That the appropriation of $388,457.12 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-53000-3G04556ARPAFIR and the expenditure of same is authorized to support Fire and Rescue First Responder wellness services and activities.
SECTION 3. That the Mayor is authorized to accept bids and enter into contracts awarded by way of competitive bidding practices, cooperative, or collaborative procurement programs for the purpose authorized in Section 2, under such terms and conditions as may be acceptable to the Director of Fire, Director of Law, and the Mayor.
SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $388,457.12 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective to facilitate and bolster activities and services that benefits and preserves Toledo Fire and Rescue personnel wellness.
