SUMMARY & BACKGROUND:
The Criminal Justice Coordinating Council has recommended to the Office of Criminal Justice Services an award to the City of Toledo of $26,362.45 from grant funds under the 2019-WF-VA3-8841 Violence Against Women Act Program (VAWA) to continue the Toledo Police Domestic Violence Unit. The grant funds will be used to compile reports and statistics required by law and for training and equipment to conduct investigations of violence against women.
There is no cash match. There is an in-kind match of $8,787.48, which is a portion of the assigned officers’ salary. The department has been awarded under this grant funding every year since FY 1999.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into an agreement with the Criminal Justice Coordinating Council and to accept and deposit Violence Against Women Act Grant (VAWA) grant proceeds in the amount of $26,362.45 into the Operation Grants Fund, Account Code 2016-52000-3G07340STDSTD, for the Toledo Police Department Domestic Violence Unit.
SECTION 2. That the appropriation of $26,362.45 from the unappropriated grant proceeds of the Operation Grants Fund is authorized to Account Code 2016-52000-3G07340STDSTD; and the expenditure of same is authorized for the purpose listed in Section 1.
SECTION 3. That the Finance Director is authorized to draw his warrant or warrants against the above mentioned Account Code in an amount not to exceed $26,362.45 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper documentation of the expense.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to operate and continue the program through the grant period.
