SUMMARY & BACKGROUND:
The Mayor’s Office of Neighborhood Safety and Engagement (MONSE) applied for and received a grant from the Bureau of Justice Assistance’s Community-Based Violence Intervention and Prevention Initiative Site-Based program. The goal of this project is to prevent and reduce violent crime in Toledo, Ohio by developing an integrated, community-driven, evidence-informed ecosystem of Community-based Violence Intervention and Prevention (CVIP) practice. Building on existing needs assessments, this project will conduct an in-depth asset and capacity analysis of Toledo’s CVIP landscape to identify and map gaps between high-risk populations and current CVIP CBO capacity and determine appropriate evidence-based models to address the identified gap.
The findings of this assessment will be synthesized with an analysis of spatial, temporal, demographic, and group-based patterns of gun violence led by a Violence Reduction Council (VRC). VRCs take an interdisciplinary, data-driven, and public health-focused approach to violence prevention and intervention. They are proven to prevent violence, enact sustainable improvements to reduce violence in cities, and rebuild trust among local governments, law enforcement, and community members. Together, the enhanced needs assessment and the VRC’s review will inform the enhancement of the existing Peace In Motion Violence Reduction Strategic Plan (VRSP).
Since October 2024, under funding from the Johns Hopkins Bloomberg School of Public Health American Health Initiative Network of Practice Grant (see ordinance 0-236-24), the Hospital Council of Northwest Ohio has partnered with the Mayor’s Office of Neighborhood Safety and Engagement to convene the Violence Reduction Council and has provided expert guidance and support that has allowed the Council to progress and support the objectives of both the CVIP grant and Peace In Motion. The CVIP grant contains funding for the Hospital Council of Northwest Ohio to continue this work as the data steward, coordinator, and co-facilitator of the Violence Reduction Council.
This ordinance authorizes the City of Toledo to contract with the Hospital Council of Northwest Ohio to continue to serve as the coordinator and co-facilitator of the Violence Reduction Council. Services include: (1) convening the Violence Reduction Council; (2) providing and maintaining HIPAA-compliant data stewardship for information related to VRC community service provider reviews; (3) co-facilitating Violence Reduction Council convenings; (4) and coordinating additional Violence Reduction Council activities as required by the terms of the grant agreement, including member onboarding and orientation.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract with the Hospital Council of Northwest Ohio, under terms and conditions that shall be approved by the Director of the Mayor’s Office of Neighborhood and Safety and the Director of Law.
SECTION 2. That the expenditure of an amount not to exceed $66,355 is authorized from the Operation Grants Fund Account Code 2016-10201-3G20195STDSTD for Bureau of Justice Assistance’s Community-Based Violence Intervention and Prevention Initiative Site-Based program grant project.
SECTION 3. That this Council finds and determines it in the best interest of the city to waive the competitive bid requirements of TMC Chapter 187, due to the fact that the contracting agency has the requisite experience to carry out the required responsibilities and to ensure continuity of service provision and data stewardship, and was listed in the grant application.
SECTION 4. That the Director of Finance is authorized to issue warrant or warrants against the above listed Account Code in an amount not to exceed $66,355 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure continuity of services and avoid disruption of services vital to the safety of the city.
