SUMMARY & BACKGROUND:
This ordinance authorizes the Mayor to enter into an agreement with Lexis Nexis Risk Solutions, Inc. for a subscription to the Accurint Virtual Crime Center. Accurint is a next generation policing platform used for investigations, crime analysis and resource allocation. Lexis Nexis Risk Solutions is the sole source supplier of this patented technology. This product links billions of public records to Toledo Police Department data. Linking across data types provides a comprehensive resource for investigations, crime analysis, predictive policing and resource allocation. This agreement will be in effect from October 1, 2021 through September 30, 2024.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a Accurint Virtual Crime Center subscription agreement for a term of three years with Lexis Nexis Risk Solutions, Inc. to assist with criminal apprehension and investigations.
SECTION 2. That, subject to future appropriation in subsequent years, the expenditure of an amount not to exceed $53,980.71 for the first year, $55,600.14 for the second year and $57,268.14 for the third year is authorized from the General Fund Account Code 1001-52000-3381002STDSTD for the purposes authorized in Section 1.
SECTION 3. That this Council finds and determines it is in the best interests of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Lexis Nexis Risk Solutions is the city’s current subscription service and the sole source provider for the Accurint Virtual Crime Center service and renewing the service will maintain continuous access and allow for uninterrupted criminal investigations.
SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 1 in amounts not to exceed those authorized above, and upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the ordinance must be immediately effective in order to enter into the agreement with Lexis Nexis Risk Solutions, Inc. to maintain continuous access to the Accurint Virtual Crime Center.
