Title

Authorizing the disappropriation, appropriation and expenditure of $30,000 from the General Fund for the purpose of marketing and promoting the City of Toledo during the nationally televised 2023 Dana Open; authorizing the Mayor to enter into necessary agreements; waiving the competitive procurement provisions of TMC Chapter 187; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The Dana Open, a LPGA golf tournament, will be held July 10 - 16, 2023.  It will be nationally televised.  Destination Toledo is putting together an ad promoting Toledo and our recent designation as most affordable place for a family vacation and most affordable place to retire.  Lucas County has committed $30,000 towards this ad and other contributors are Toledo Community Foundation, Metroparks Toledo, Toledo Regional Chamber of Commerce, Regional Growth Partnership, Toledo Lucas County Port Authority, ConnecToledo, and The Toledo Museum of Art.   The City Council 2023 General Fund Budget contains an appropriation of $150,000 for Destination Toledo.  This ordinance authorizes the reappropriation of funds for this marketing effort.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the disappropriation of $30,000 is authorized from the General Fund Account Code 1001-10100-1112001STDSTD for Destination Toledo and the appropriation of same is authorized to the General Fund Account Code 1001-10100-1112001STDSTD for the purpose of marketing and promoting the City of Toledo during the nationally televised 2023 Dana Open and further authorizing the expenditure of same.

SECTION 2. That the Mayor is authorized to enter into necessary agreements for the purposes authorized in Section 1, upon terms and conditions acceptable to the Director of Law.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason that the advertisement is part of a joint procurement with other non-profit and quasi-governmental entities in the City of Toledo.

SECTION 4. That the Director of Finance is authorized to a draw warrant against the above Account Code in an amount not to exceed $30,000 in payment of the above-authorized obligation upon the proper voucher.

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to provide a timely contribution for this marketing opportunity.
