Title
Authorizing the Mayor to enter into the necessary contracts for capital equipment; authorizing the expenditure of $110,000 from the Expendable Demolition Trust Fund for the purchase of two (2) Used 2014 Volvo VNM200 Day Cab Semi-Tractors with wet kit systems from General Truck Sales for the Department of Public Service, Division of Streets, Bridges & Harbor; waiving competitive bidding; and declaring an emergency.

SUMMARY & BACKGROUND:
The Division of Streets, Bridges & Harbor utilizes semi-trucks within the demolition program. These trucks are commonly used to haul large equipment to a worksite and back to the storage building. Also, at times, the trucks are utilized to haul demo debris from the worksite to the landfill.
The division currently has four (4) semi-tractors in its inventory for demolition work, with the possibility of using any one (1) of nine (9) demolition trailers and four (4) open-bed haul trailers. The current demolition program, which is partnered with the Lucas County Land Bank, is expected to end late summer of 2020. By purchasing used semi-tractors, the city will save money and also be able to ensure the completion of the program in a timely manner. Purchasing one (1) new semi-tractor would cost approximately $125,000 and would take nine (9) months or more to receive.

The necessary expenditures are budgeted and anticipated. The total amount to be expended in the above schedule is not to exceed $110,000.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $110,000 is authorized for expenditure from the Demolition Trust Fund, Account Code 2090-23100-5T12211STDDEM; and further authorizing the expenditure of said funds for the purchase of two (2) used 2014 Volvo VNM200 Day Cab Semi-Tractors from General Truck Sales.
SECTION 2. That the Mayor is authorized to waive competitive bidding and award contracts for the items authorized in Section 1.
SECTION 3. That the Finance Director is authorized to draw his warrant or warrants against the Account Code listed in Section 1 upon presentation of properly approved voucher or vouchers in a total amount not to exceed $110,000.
SECTION 4. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to provide additional equipment to the Division of Streets, Bridges & Harbor for enhancing demolition program services and performing demolitions in a timely manner within the City of Toledo.
