SUMMARY & BACKGROUND:
The City of Toledo Department of Housing and Community Development (DHCD) submitted an application and received an award from the U.S. Department of Housing and Urban Development Office of Lead Hazard Control and Healthy Homes for lead-based paint hazard control in residential properties. This program assists units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing.
The financial impact of this Ordinance is the receipt of $7,750,000 from HUD to the City of Toledo for the Department of Housing and Community Development to administer the Lead-Based Paint Hazard Control Program Grant to make homes lead safe. Schedule A shows the breakdown of funds.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and to accept and deposit a grant from the HUD Office of Healthy Homes and Lead Hazard Control in an amount not to exceed $7,000,000 into Account Code 2016-16200-5GL7014STDLBP for lead hazard control and $750,000 into Account Code 2016-16200-5GL7014STDLHH for a healthy homes supplemental received from HUD for the purpose of funding and implementing the Lead-Based Paint Hazard Control Program.
SECTION 2. That the appropriation in the amount of $7,000,000 for lead hazard control is authorized from the unappropriated grant proceeds in the Operation Grants Fund into Account Code 2016-16200-5GL7014STDLBP and $750,000 for a healthy homes supplemental into Account Code 2016-16200-5GL7014STDLHH; and further authorizing the expenditure of same pursuant to the attached Schedule A.
SECTION 3. That the Mayor is authorized to accept formal and informal proposals and enter into contracts for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law and the Director of Housing and Community Development.
SECTION 4. That the Director of Finance is authorized to draw his warrant or warrants in an amount not to exceed $7,750,000 against the above Account Codes in payment of all obligations authorized upon presentation of properly approved documentation.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective for the purpose to administer the Lead-Based Paint Hazard Control Program Grant to make homes lead safe.
