SUMMARY & BACKGROUND:

The Winter Street access is the main point of entry for the Collins Park Water Treatment Plant Lagoons B&C. This site stores and dewaters a significant amount of spent lime from the Collins Park Water Treatment process. In anticipation of a 2025 lime removal project from Lagoon B, the culvert was recently inspected and found to be rusted through and in danger of structural failure. Prior to the significant amount of truck traffic that will be moving over the culvert in 2025 from the Lagoon B cleanout, replacement of the culvert is warranted. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                     That the appropriation of $214,607 is authorized from the Water Replacement Fund to Account Code 6063-32000-4UC3124STDSTD and the expenditure of the same is authorized for the Winter Street Culvert Replacement Project.

 

                     SECTION 2.  That the Mayor is authorized to accept bids and execute the necessary contract(s), for the design, preparation of plans and specifications, engineering, bidding, construction oversight, testing, permits, renovation, construction, appurtenances, and other related work, tasks, equipment, and materials for the construction of the Winter Street Culvert Replacement upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $214,607 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers thereof.

 

SECTION 4.  That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
