SUMMARY & BACKGROUND:

The City utilizes multiple crane units at the Collins Park Water Treatment Plant and Low Service Pump Station to support maintenance, repair, and equipment handling operations. A recent inspection by a qualified Crane 1 Services, Inc. (Crane 1) technician identified multiple safety and compliance-related deficiencies requiring repair, including issues with hoist brakes, load cables/wire ropes, control stations, crane frames and bumpers, and hoist gear boxes. The proposed repairs are necessary to address these deficiencies and maintain the safe and reliable operation of the crane units.

It is requested that the competitive bidding requirements be waived and the repairs be awarded to Crane 1. Since Crane 1 has already completed the inspection and identified the specific deficiencies, utilizing another vendor would require that vendor to conduct its own inspection before determining the necessary repairs and associated costs. This would result in duplication of inspection services, additional costs, and delays in completing the required repairs.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into a one (1) year agreement with Crane 1 Services, Inc. for the repair of the multiple crane units at the Water Treatment Plant, upon terms and conditions acceptable to the Department of Public Utilities and the Director of Law.

 

SECTION 2. That the expenditure of an amount not to exceed $26,000 is authorized from the Water Operating Fund, Account Code 6060-32000-4000505STDSTD for the purposes authorized in Section 1.

 

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that the inspection completed by Crane 1 Services, Inc. determined repair needs and as the current vendor is best suited to continue maintaining continuity of operations.

 

SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 2 in an amount not to exceed $26,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to continue treating water.
