SUMMARY & BACKGROUND:
This Ordinance authorizes a three-year agreement for the OpenGov, Inc. Budgeting and Planning, Budgeting and Planning, Reporting and Transparency Platform (OpenGov). The Department of Finance has utilized OpenGov software since 2022 for the annual budgeting process. In addition to the budget and reporting modules, OpenGov software services will also include the Performance Management module for the next contract term. The annual cost for this software has decreased compared to the prior term (from $283,000 to $229,473). Additionally, the contract term has been reduced from five years to three years.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a subscription agreement for the OpenGov Budgeting and Planning, Reporting and Transparency Platform for a period not to exceed three years upon such terms and conditions as approved by the Directors of Finance, Information & Communication Technology and Law.
SECTION 2. That the disappropriation of $216,000 is authorized within the Department of Finance General Fund budget from Account Codes 1001-14400-1133001STDSTD and 1001-14100-1122001STDSTD (personnel services) and the appropriation of same is authorized to the General Fund Account Code 1001-14100-1122001STDSTD (services).
SECTION 3. That subject to appropriation the annual expenditure of an amount not to exceed $229,473 is authorized from the General Fund Account Code 1001-14100-1122001STDSTD for the OpenGov software platform authorized in Section 1.
SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that OpenGov has provided reliable and effective budgeting software and maintains competitive pricing.
SECTION 5. That the Finance Director is authorized to draw warrant or warrants against the above account code in an amounts not to exceed those authorized above in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to continue utilizing OpenGov for the 2027 budget development process.
