Title

SUMMARY & BACKGROUND:
The City has contracted with Governmentjobs.com for on-line recruitment, application, applicant tracking, on-boarding, reporting and skills testing software services since 2013. Governmentjobs.com, Inc.’s services are the best fit for the City’s extensive and specialized hiring/on-boarding process. They offer an affordable, low-risk service with a great return on the City’s investment. In addition, maintaining a consistent provider for these services results in significant cost-savings to the City. Accordingly, the City determined they are best suited to continue providing these services.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an agreement with Governmentjobs.com for a period not to exceed three (3) years, with an option to renew at the City’s sole discretion for one (1) additional year, for the provision of on-line recruitment, application, applicant tracking, on-boarding, reporting and skills testing software services upon terms and conditions deemed proper and requisite according to the Mayor, Director of Law, and the Director of Human Resources.
SECTION 2. That Council authorizes expenditure of funds, for an amount not to exceed $80,000 annually, subject to any necessary appropriations, from the General Fund Account Code 1001-17100-1156001STDSTD for on-line recruitment, application, applicant tracking, on-boarding, reporting and skills testing software services costs incurred by the City through its agreement with Governmentjobs.com, Inc.
SECTION 3. That the Director of Finance is authorized to draw his warrant or warrants against the above account code in payment of obligations as authorized upon presentation of proper voucher or vouchers.
SECTION 4. Council finds it in the best interest of the City to waive the competitive bidding requirements of TMC 187 for the reason that Governmentjobs.com, Inc. is the only provider of these services specifically for public sector employers and the significant cost savings associated with implementation and training.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to maintain services beneficial and necessary to the City and its employees.
