Title
Authorizing the application to the State of Ohio, through the Ohio Department of Natural Resources, for grant funding to support needed trail restoration work at Navarre Park; and declaring an emergency.
Body
The walking trails on the north side of Navarre Park are in serious disrepair, with asphalt broken up beyond use. This funding would allow restoration of these trails, allowing walkers/hikers to connect to the walking trail that currently exists around the wetland area on the south end of the park.
The fiscal impact of this Ordinance is as follows:

Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the City of Toledo’s Parks, Recreation & Forestry Division is permitted to file an application for the Ohio Department of Natural Resources Recreational Trail Program.
SECTION 2. That the Division of Parks, Recreation & Forestry is hereby authorized and directed to execute and file and application with the Ohio Department of Natural Resources and to provide all information and documentation required to become eligible for possible funding assistance.
SECTION 3. That the Division of Parks, Recreation & Forestry does agree to obligate the funds required to satisfactorily complete the proposed project and become eligible for reimbursement under the terms and conditions of the Recreational Trails Program. Funding available is limited to $150,000, and requires a 20% match, which the Division has available in account 8CP2124PARKIM.
SECTION 4. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and so that this application for grant support may be filed.
