SUMMARY & BACKGROUND:
During a recent inspection conducted by the Ohio Environmental Protection Agency (Ohio EPA), it was determined that emergency backup power capability must be provided for the Berkey Pump Station, which serves a dead-end section of the City's water distribution system. While installation of a permanent standby generator was determined to be unnecessary, the Ohio EPA required that provisions be made to allow for the rapid connection of a large portable generator in the event of a power outage.
The work includes furnishing and installing a manual transfer switch, a new service-rated fusible safety switch, intercepting the existing building feed and routing it into the new manual transfer switch, furnishing and installing a generator receptacle, and providing all necessary mounting hardware, conduit, wiring, and electrical terminations.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of an amount not to exceed $24,000 is authorized from the Water Operating Fund Account 6060-32000-4000505STDSTD for the generator connection at the Berkey Pump Station.
SECTION 2. That the Mayor is authorized to accept bids and award contract(s) for the generator connection at the Berkey Pump Station and to execute all documents necessary and proper, upon such terms and conditions as the Public Utilities Director and the Law Director deem requisite and proper.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $24,000 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that it must be immediately effective to ensure compliance with Ohio EPA requirements and maintain the reliability of water service to customers served by the Berkey Pump Station.
