SUMMARY & BACKGROUND:
This Ordinance authorizes the City to enter into an agreement with Toole Design Group, LLC. for the implementation phase of Toledo’s Vision Zero Action Plan. Toole Design Group was previously selected through a competitive process to complete the city’s Vision Zero Action Plan and is uniquely positioned to provide support during its implementation. The scope of services in the agreement will include support for city staff, as well as services such as design guidance, plan support/review and engagement strategies.
Funding and expenditure authority for this agreement have been previously approved through the City’s Roadway Matches and Planning program (Ordinance 87-20). This Ordinance authorizes entering into the agreement and waiving competitive bidding.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a professional services agreement in an amount not to exceed $110,000 with Toole Design Group, LLC. for the implementation phase of Toledo’s Vision Zero Action Plan, upon terms and conditions acceptable to the Director of Transportation and the Director of Law.
SECTION 2. That this Council finds and determines it is in the best interest of the city to waive competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that Toole Design Group, LLC successfully completed the initial development phase of Toledo’s Vision Zero Action Plan and can provide seamless support for the implementation phase at a cost deemed reasonable and cost effective by the Director of the Department of Transportation.
SECTION 3. That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be effective immediately to proceed with implementation of Toledo’s Vision Zero Action Plan to reduce traffic fatalities.
