Title
Amending Toledo Municipal Code Chapter 781, Subsection 781.05, titled Taxicabs and Vehicles For Hire, Rates, to increase the trip initiation fee and the minimum/maximum rate fees; and declaring an emergency.

SUMMARY & BACKGROUND:
Taxi Cab rates have not been changed since 2008. Due to the increase in fuel costs effecting businesses, council has been contacted and requested to increase the initial transportation fee, by $.50 for an initial fee of $2.50 and increase the minimum/ maximum one tenth mile rate by $.02 to be $.25 per one tenth mile.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That Toledo Municipal Code, Part Seven, Business Regulation Code, Title 3, Subsection 781.05 (a), (b) which reads as follows:
781.05. Schedule of taximeter rates.
The taximeter rates shall be computed by a taximeter as defined in Section 769.01 and shall not be greater or less than the following schedules:
(a) Trip initiation fee. The taximeter shall charge a trip initiation (flag drop) fee of two dollars ($2.00) in addition to charges based on distance traveled and time elapsed.
(b) Distance traveled in service.
(1) Maximum rate. The maximum rate for each completed one-tenth mile shall be twenty-three cents ($0.23).
(2) Minimum rate. The minimum rate for each completed one-tenth mile shall be twenty-three cents ($0.23).
Be hereby amended and a new TMC 781.05 (a), (b) is enacted to read as follows;
781.05. Schedule of taximeter rates.

(b) Distance traveled in service.
(1) Maximum rate. The maximum rate for each completed one-tenth mile shall be twenty- five cents ($0.25).
(2) Minimum rate. The minimum rate for each completed one-tenth mile shall be twenty- five cents ($0.25).
SECTION 2. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that it is necessary to immediately implement citywide policies for improving the negative effects on business.
