SUMMARY & BACKGROUND:

The Department of Public Utilities needs to procure services to purchase, configure, and install necessary information technology network and security components. The firm that will be used is already familiar with systems and has available all necessary hardware and applications required. This Ordinance authorizes the appropriation and expenditure from the Water Replacement Fund. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to enter into contract for the configuration and installation of necessary information technology security components, hardware, installation services, and third-party review of the design and installation, under terms and conditions acceptable to the Director of Public Utilities, Director of Law, and the Director of Information Technology.

 

                     SECTION 2. That the appropriation of $325,000 is authorized from the unappropriated balance of the Water Replacement Fund to Account Code 6063-32000-4UC2424STDSTD; and the expenditure of the same is authorized for the contract authorized in SECTION 1.

 

SECTION 3.  That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reason that the vendor has a unique familiarity and understanding of the city’s IT infrastructure and using other providers for this particular set of critical infrastructure projects would be a risk to network security and reliability. 

 

SECTION 4.  That the Director of Finance is authorized to draw their warrant or warrants against approved appropriations in an amount not to exceed $325,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

SECTION 6.  That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this ordinance must be immediately effective in order to install necessary information technology network and security components.
