SUMMARY & BACKGROUND:

This Ordinance authorizes expending an amount not to exceed $40,000 to continue the pilot program that has made menstruation products free and accessible in restrooms in governmental buildings and other community-partnered locations.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That an amount not to exceed $40,000 is authorized for expenditure annually from General Fund Account Code 1001-26100-1147014STDSTD for the purchase of menstruation products.

 

                     SECTION 2. That the Mayor is authorized to enter into a contract with Aunt Flow for a term of (1) year with an option of up to three (3) one-year renewals for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

                     SECTION 3. That this Council finds and determines it is in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that for the reason that Aunt Flow is an Ohio based non-profit that started in the Toledo area and is a leading provider of menstrual products used by several local organizations and businesses.

                     

                     SECTION 4.                     That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers in an amount not to exceed $40,000.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the time to order the necessary products to replenish the dispensers.
