SUMMARY & BACKGROUND:
The City of Toledo has been awarded funding and is invited to enter into a grant agreement with the Ohio Environmental Protection Agency (OEPA) for a H2Ohio grant in the amount of $500,000 to be used for the Childcare Lead Service Line Replacement project. This ordinance authorizes the acceptance, deposit, appropriation and expenditure of up to $500,000 in grant proceeds from OEPA.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Ohio Environmental Protection Agency for the Childcare Lead Service Line Replacement project, upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
SECTION 2. That the Mayor is authorized to accept and deposit grant proceeds from the Ohio Environmental Protection Agency in an amount not to exceed $500,000 into the Water Replacement Fund, Account Code 663G-34000-4UG2725TDSTD, for the purpose of completing work necessary to administer the grant.
SECTION 3. That the appropriation from the unappropriated grant proceeds in an amount not to exceed $500,000 is authorized from the Water Replacement Fund into Account Code 663G-34000-4UG2725STDSTD; and further authorizing the expenditure of same for the Childcare Lead Service Line Replacement project.
SECTION 4. That the Mayor is authorized to accept bids and execute necessary contracts related to this grant upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 5. That the Director of Finance is authorized to issue their warrant or warrants against the Account Code above in an amount not to exceed $500,000 in payment of the above-authorized obligations upon presentation of proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this ordinance must be immediately effective in order to implement this program within the Ohio Environmental Protection Agency’s designated time schedule.
