SUMMARY & BACKGROUND:
Ordinance 71-23 authorized expending up to $4,810,000 for a roster of park improvement projects throughout the city. As the project designs were clarified and bidding processes were finalized, some projects were completed for less than the original estimate and others have required additional funding. The original project allocations authorized by ordinance 71-23 is being amended to move $330,000 from the Highland Shelter Renovation allocation to the Schneider Park Soccer Field Renovation allocation. All Funds for these projects are included in the original ordinance therefore no additional resources are being requested through this amended ordinance.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of $330,000 is authorized from the Local Fiscal Recovery Fund Account Code 2021-40100-7PARKSF008NEI.
SECTION 2. That the appropriation of $330,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-40100- 7PARKSR006NEI and the expenditure of same is authorized for the Schneider Park Soccer Field Renovation project.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 2, upon terms and conditions as acceptable to the Director of Law and the Director of Parks and Youth Services.
SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in payment of the above authorized obligations in an amount not to exceed $330,000 a upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to timely construct the improvements at Schneider Park for proper and safe use.
