SUMMARY & BACKGROUND:
This Ordinance authorizes the Mayor to enter into an agreement for security control equipment maintenance for the Collins Park Water Treatment Plant. Funding for this has been included in the requested 2025 Water Treatment Division Budget.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a three (3) year security control equipment maintenance agreement with an option to renewal for two (2) years upon terms and conditions acceptable to the Director of Law and Director of Public Utilities.
SECTION 2. That subject to annual appropriation the expenditure of an amount not to exceed $40,000 per year is authorized from the Water Operating Fund, Account Code 6060-32000-4000500STDSTD for the purpose of providing equipment maintenance to the security system installed at the Collins Water Treatment Plant.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason that the security system has proprietary equipment and the current vendor holds the licenses, installed and programmed the security system, and is best suited to continue maintaining the subject system.
SECTION 4. That the Director of Finance is authorized to draw their warrant or warrants against the above Account Code and for the purpose authorized above upon presentation of proper voucher or vouchers in an amount not to exceed $40,000 annually over the term of the agreement.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the security at the Water Treatment facilities.
