SUMMARY & BACKGROUND:

This Ordinance presents the Toledo Recovery Plan to City Council for approval. The Toledo Recovery Plan outlines the City’s comprehensive spending strategy for its $180,948,591 in American Recue Plan Act (ARPA) funds. The ARPA was signed into law in March 2021 to provide additional economic relief to address the continued impact of COVID-19. As a local government recipient of ARPA funds, the City’s expenditure of these dollars must fall under one of four eligible use categories: (1) responding to COVID-19 public health emergency or its negative economic impacts, (2) premium pay for essential workers, (3) provision of government services or (4) necessary investments in water, sewer or broadband. ARPA funds must be obligated no later than December 31, 2024 and expended by December 31, 2026.

 

The Toledo Recovery Plan was developed after a community engagement process, which included a community survey and public meetings. The Plan supports projects that focus on five investment areas to ensure that the needs of Toledo and its residents and businesses are met with the ARPA funding. The attached schedule A outlines the Toledo Recovery Plan by investment area and project. This Ordinance approves the Toledo Recovery Plan but does not authorize the appropriation or expenditure of any funds. Subsequent legislation will be submitted by project for appropriation and expenditure authority.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Toledo Recovery Plan in the amount of $180,948,591 outlined in the attached schedule A is approved.

 

SECTION 2.                     That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective in order to begin the process to administer, obligate and expend the City’s American Rescue Plan Act funds timely in accordance with U.S. Department of Treasury regulations.
