Authorizing the appropriation and expenditure of $750,000 from the Sanitary Sewer Replacement Fund for the Roofing Repair/Replacement Project at the Water Reclamation Facility; authorizing the Mayor to accept bids and award contracts for roofing repairs and replacements and for related professional, engineering, permitting, testing and construction services; and declaring an emergency.

SUMMARY & BACKGROUND:
The Water Reclamation Facility has over forty (40) roofs to maintain in order to protect critical equipment, treatment processes, and employees. The Division intends to seek formal bids for repairing and/or replacing roofs as needed in order to protect the critical equipment, treatment processes, and employees necessary to maintain compliance with the Ohio EPA-mandated National Pollutant Discharge Elimination System permit.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $750,000 from the unappropriated balance of the Sewer Replacement Fund is authorized to Account Code 6073-36000-4UC2926STDSTD for the completion of the Roofing Repair/Replacement Project at the Water Reclamation Facility; and the expenditure of the same is authorized.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for various roofing repairs and/or replacements and for professional, engineering, permitting, testing and construction services necessary for the completion of the Roofing Repair/Replacement Project at the Water Reclamation Facility, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue warrant or warrants against the Account Code listed in Section 1 in the amount of $750,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the Roofing Repair/Replacement Project.
