SUMMARY & BACKGROUND:

The city’s current storage area network (SAN) has reached end-of-life and our current vendor (Dell) has discontinued all support.  While the city does have third party hardware support, the city is no longer receiving updates and software patches.  In addition, the city does not have the ability to add additional storage as data needs continue to grow.  

 

The City sought competitive bids for the procurement and implementation of a new data storage solution to replace the current EMC solution that was purchased in 2014. CBTS’s proposed integration of the Pure Storage product to facilitate this replacement was the lowest and best bid received. CBTS offered the needed implementation services at a total cost of $162,243.69, which includes all needed hardware, installation of the same, and maintenance for a three-year period.

 

The migration of the City’s current data and subsequent disposal of the existing hardware will be completed by the City’s current Network, Security & Infrastructure Support vendor, New Era Technology, at a cost not to exceed $20,000.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into an agreement for the replacement of the City’s current EMC Storage Area Network (SAN) with a Pure Storage SAN, including costs of hardware, support and installation upon such terms and conditions are deemed proper and requisite according to the Director of Law and the Director of Information Technology.

 

SECTION 2. That the expenditure of an amount not to exceed $93,871.05 is authorized from the Capital Improvement Fund, Account Code 5040-17500-8CP2102SANUPG and the expenditure of an amount not to exceed $68,372.64 is authorized from the Information and Communications Technology, Account Code 7084-17500-1144006HWMAIN, for purpose authorized in Section 1.

 

SECTION 3. That the Mayor is authorized to enter into an agreement or amend the existing agreement with New Era Technology for the migration of all existing data and subsequent disposal of the existing hardware related to the SAN replacement, upon terms and conditions acceptable to the Director of Information Technology and the Director of Law.

 

SECTION 4. That the expenditure of an amount not to exceed $20,000 is authorized from the Capital Improvement Fund, Account Code 5040-17500-8CP2102SANUPG for the purpose authorized in Section 3.

 

                     SECTION 5. That this Council finds and determines it is in the best interest of the city to waive the competitive procurement requirements of TMC Chapter 187 for New Era Technology for the reason that they are the existing network support provider and are uniquely qualified to cost effectively work with the city’s IT infrastructure.

 

SECTION 6. That the Finance Director is authorized to issue their warrant or warrants against the above-mentioned Account Codes in payment of obligations authorized above in an amount not to exceed $182,243.69 upon presentation of proper voucher or vouchers.

 

SECTION 7. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure timely replacement of the SAN and to ensure secure and stable network infrastructure.
