SUMMARY & BACKGROUND:

The Division of Road & Bridge Maintenance is requesting to expend an amount not to exceed $61,000 from the Special Assessment Services Fund to ESRI for the subscription and implementation support of the ArcGIS Winter Weather Solutions application. With this implementation, partnered with our Samsara Telematics software, the City of Toledo will have an interactive dashboard created on its website that will provide a forward-facing map for citizens to view during snow and ice events. This dashboard will show information such as which phase is currently working, which streets have been treated within an indicated time interval, the number of trucks out, what phases are next, and so on. Internally, we will be able to see this information as well as how much salt or brine was used and on which route, truck condition, how much time has been spent on a route, and the location of all of the plow trucks. Additionally, when private plow operators or other city crews assist with plowing snow on residential streets, an app can be used to track their location and which streets they have addressed and which ones they have not. Competitive bidding is asked to be waived due to the fact that the ESRI software is a reliable software that the city currently uses.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $61,000 is authorized for expenditure from the Special Assessment Services Fund, Account Code 3050-23100-2422001STDSTD for the purchase of ESRI ArcGIS Winter Weather Solutions Subscription and Implementation Support for the Toledo Department of Transportation Division of Road & Bridge Maintenance.

 

SECTION 2.  That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the purchase of ESRI ArcGIS Subscription and Implementation Support Services.

SECTION 3. That the Mayor is authorized to enter into a contract with ESRI for said subscription and implementation support as stated in Section 1. All terms and conditions shall be subject to approval by the Director of Transportation and the Director of Law.

 

SECTION 4. That the Director of Finance is authorized to issue their warrant or warrants against the above listed account code in an amount not to exceed $61,000 in payment of the obligations incurred pursuant to the contract authorized upon presentation of proper voucher or vouchers.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to complete the implementation in a timely manner so that it is available for the next snow and ice season.
