SUMMARY & BACKGROUND:
Web-based Linko is an online platform that provides faster, upgraded performance to continue tracking permit violations, laboratory analytical results, and organize critical data on all Industrial Pretreatment facilities permitted by Environmental Services. After extensive investigation by the IT Department and Environmental Services, using a web-based server continues to provide the best possible functionality. The Division of Environmental Services uses this intricate database for all permit required recordkeeping on Industrial Pretreatment facilities.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a three-year contract with Aquatic Informatics for web-based services to track permit violations, laboratory analytical results, and organize critical data on all Industrial Pretreatment facilities permitted by Environmental Services, upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
SECTION 2. That subject to annual appropriation the expenditure of an amount not to exceed $11,000 annually is authorized from the Water Operating Fund Account Code 6060-38000-4000507STDSTD; and the expenditure of an amount not to exceed $11,000 annually is authorized from the Sewer Operating Fund Account Code 6070-38000-4000507STDSTD for the purpose authorized in Section 1.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason that Aquatic Informatics is the sole provider of the Web-based Linko database and transitioning to a new database would be cost-prohibitive.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants in amounts not to exceed those authorized above from the Account Codes listed in Section 2 for payment of the obligations incurred pursuant to the above-authorized obligations upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage; the reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective in order to continue use of the City of Toledo’s Pretreatment Program Software.
