Title

Authorizing the Mayor to enter into contract for commercial driver license (CDL) training; authorizing the expenditure of an amount not to exceed $40,000 from the Street Construction Maintenance and Repair Fund for said purpose; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The Division of Road & Bridge Maintenance is requesting to expend an amount not to exceed $40,000 from the Street Construction Maintenance and Repair Fund to send current employees to TRAINCO Truck Driving School to acquire their Commercial Driver Licenses.  The positions held by these employees require that they obtain their CDL within six (6) months of appointment.  A request for proposal was posted for bids and TRAINCO was the only company to respond.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.  That an amount not to exceed $40,000 is authorized for expenditure from the Street Construction Maintenance and Repair Fund Account Code 2014-23100-2431001STDSTD for Commercial Driver License training for the Toledo Department of Transportation, Division of Road & Bridge Maintenance.

SECTION 2.  That the Mayor is authorized to accept bids and enter into contract for the purpose authorized in Section 1, upon such terms and conditions acceptable to the Director of Transportation and the Director of Law.

SECTION 3.                      That the Finance Director is authorized to draw their warrant or warrants against the above account code in payment of the above authorized obligations in an amount not to exceed $40,000 upon presentation of proper voucher or vouchers.

SECTION 4.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order for employees to obtain their CDL within the six (6) month time limit.
