SUMMARY & BACKGROUND:
This grant is for the Ohio Statewide Drone for First Responders Pilot Program, via pass through from the State of Ohio through the Ohio Department of Transportation. The DFR Technical package equips award recipients with a turnkey, standards-aligned capability to plan, launch and evaluate Drones-as First Responder (DFR) operations. The grant award will include an assortment of hardware, software, training, services, and support sufficient to achieve repeatable DFR launches and contribute data for statewide evaluation. The drone program will provide real-time situational awareness and rapid response capabilities for enhanced community safety.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Ohio Department of Transportation to support the Drones for First Responders program in an amount not to exceed $250,000.
SECTION 2. That the Mayor is authorized to accept and deposit a grant in an amount not to exceed $250,000 into the Operation Grants Fund Account Code 2016-52000-3G07728STDSTD.
SECTION 3. That the appropriation of $250,000 is authorized from the unappropriated grant proceeds to the Operations Grant Fund Account Code 2016-52000-3G07728STDSTD, and the expenditure of same is authorized for the purposes authorized in Section 1.
SECTION 4. That this Council finds and determines it is in the best interest of the city to waive the competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that the Ohio Department of Transportation has undertaken a competitive selection and evaluation process that identified qualified drone vendors.
SECTION 5. That the Director of Finance is authorized to draw their warrant or warrants against the above-mentioned Account Code in an amount not to exceed $250,000 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective to timely receive and expend the grant funding.
