SUMMARY & BACKGROUND:

The City of Toledo, Department of Parks and Youth Services applied for and was awarded funds granted by Ohio Department of Natural Resources (ODNR) through their Recreational Trails Program to support necessary improvements to the paved loop trail at Ottawa Park. This will compliment trail improvement work performed in this-park in recent years and will complete restoration of the entire 2.5-mile paved loop. The grant requires a minimum 20% match from the City of Toledo, ORD 226-23 authorized $100,000 from the Capital Improvement Fund District Improvement Program to complete this project and meet matching fund requirements. The total cost of the project is $250,000.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to accept and deposit a grant from the Ohio Department of Natural Resources (ODNR) in the amount of $150,000 to support improvements to the paved loop trail at Ottawa Park into the Capital Improvement Fund Account Code 540G-40100-8G8656STDSTD.

 

SECTION 2.  That the appropriation of $150,000 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-40100-8G8656STDSTD and the expenditure of same is authorized for improvements to the paved loop trail at Ottawa Park.

 

SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes identified in Section 1, upon terms and conditions acceptable to the Director of Parks and Youth Services and the Director of Law.

 

SECTION 4.  That the Director of Finance is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $150,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective for timely utilization of the grant funds.
