SUMMARY & BACKGROUND:

This legislation provides funding for a variety of programs both for the administration of the CDBG program and programs operated internally by various City Departments and operations, Community Development Corporations, and Social Service agencies.  This legislation authorizes the acceptance, deposit, appropriation and expenditure in the amount of $7,570,178 as well as the expenditure of CDBG carryover funds in the amount of $2,758,432.87 from all years prior to program year 2020 (46th) in federal funds and more specifically, the 2020-2025 Consolidated Plan and the 2020-2021 Annual Action Plan for the 2020 Program Year to be submitted to HUD on July 10th, 2020.   

 

The financial impact of this Ordinance is the receipt of $7,570,178 from HUD to the City of Toledo for the administration of the CDBG Program as well as the allocation of funding to Community Development Corporations and various Social Service agencies in the Toledo community.  Also, the expenditure of CDBG carryover funds in the amount of $2,758,432.87 from all years prior to program year 2020 (46th).

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to submit the 2020-2025 Consolidated Plan and the 2020-2021 Annual Action Plan; accept the 2020 Program Year CDBG allocation from HUD in the amount of $7,570,178; deposit the amount received from HUD into Account Code 2015-16100-407400-5G46000STDADM (Community Development Block Grant Fund) for the purpose of funding the CDBG Program.

 

                     SECTION 2.                       That the appropriation in the amount of $7,570,178 is authorized from the unappropriated grant proceeds in the Community Development Block Grant Fund into various accounts; and further authorizing the expenditure of same pursuant to the attached Schedule A; also authorizing the expenditure of a portion of the CDBG carryover balance in the Community Development Block Grant Fund from all years prior to program year 2020 (46th) in the amount of $2,758,432.87 pursuant to Schedule B.

 

                     SECTION 3.  That the Mayor and the Director of Neighborhoods are authorized to enter into any necessary agreements for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law, not to exceed the amount of $7,570,178 46th (2020) Year CDBG and not to exceed $2,758,432.87 from the CDBG carryover balance from all years prior to program year 2020 (46th).

 

                     SECTION 4.  That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed the amount of $7,570,178 from the Community Development Block Grant Fund in payment of all obligations authorized under the 46th (2020) Year CDBG allocation and not to exceed $2,758,432.87 from the CDBG carryover balance from all years prior to program year 2020 (46th) upon presentation of properly approved documentation.

 

                     SECTION 5.                       That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to permit the City to submit the 2020-2025 Consolidated Plan and the 2020-2021 Annual Action Plan, qualify under the regulations of the Community Development Block Grant Entitlement Program, and to receive the money necessary to carry out its planned community development activities for the 46th (2020) year beginning July 1, 2020 and ending June 30, 2021.
