SUMMARY & BACKGROUND:
This ordinance authorizes the total expenditure of $92,000 for 201 wireless devices on the Verizon Wireless Public Safety Plan with Priority and Preemption for the fiscal year 2021. Competitive bidding is being waived since the Toledo Police Department is currently using Verizon Wireless without issue and there would be no requirement to change any hardware. Additionally, Verizon is the only tested service that provides reliable coverage in all areas of the City of Toledo.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into an agreement with Verizon Communications, Inc. for the provision of public safety wireless services in 2021 under such terms and conditions approved by the Director of Police Operations and the Director of Law.
SECTION 2. That the amount not to exceed $92,000 is authorized for expenditure from the General Fund, Account Code 1001-52000-3381002STDSTD for the purpose authorized in Section 1.
SECTION 3. That this Council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Verizon Communications is the current provider of wireless communications for the Toledo Police Department’s vehicle mobile data terminals which would result in no hardware changes and Verizon demonstrated to provide reliable coverage in all areas of the City of Toledo.
SECTION 4. That the Finance Director is authorized to draw her warrant or warrants against the above referenced Account Codes in payment of the obligation authorized in Section 1 in an amount not to exceed $92,000 upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason to maintain service for Police operations with the mobile data terminals.
