SUMMARY & BACKGROUND:

The Collins Park Water Treatment Plant has an advanced Homeland Security surveillance system that was installed by Siemens Industry, Inc.  This system monitors the facility’s perimeters, the safety of the facility’s operations and equipment, HAZMAT incidents, security breaches and ensures a safe work environment for personnel and the safety of our water supply.   Equipment will include, but not limited to, cameras, readers, emergency distress systems, media converters, digital recorders, and all related system parts.  Siemens Industry, Inc. installed, programmed, configured and has maintained the current security system since the installation in 2007.  They are the current holder of the Software Support Agreement for the Security Management Systems at the Water Treatment Plant.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the amount not to exceed $40,000 is authorized for expenditure from the Water Operating Fund Account Code 6060-32000-4000505STDSTD for Security System Maintenance.

 

SECTION 2.  That the Mayor is authorized to enter into a contract with Siemens Industry, Inc., for equipment and materials needed for Security System Maintenance, upon such terms and conditions shall be approved by the Director of Public Utilities and Director of Law.

 

SECTION 3. That this Council finds and determines it is in the best interest of the city to waive the competitive procurement requirements of TMC Chapter 187 for the reason that Siemens Industry, Inc. has installed, programmed, configured and has maintained the current security system since its installation in 2007 and is the current holder of the Software Support Agreement for the Security Management Systems at the Water Treatment Plant.

 

SECTION 4. That the Finance Director is authorized to issue warrant or warrants against the account code identified in Section 1 in an amount not to exceed $40,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
