Authorizing the mayor to extend the existing three-year agreement with New Era Technology for network and security infrastructure support for one year with the option to renew for one additional year; authorizing the annual expenditure of an amount not to exceed $479,000 from the Information and Communications Technology (ICT) Fund; and declaring an emergency.

SUMMARY & BACKGROUND:
The City’s current network infrastructure contract is expiring. Due to the large network and security project portfolio, limited available resources, and cost/ risk of onboarding new resources, it is in the best interest of the city to lock in rates and extend the existing agreement with New Era Technology, original authorized by Ordinance 457-20. Competitive proposals were sought for the existing contract. Given market conditions and security protocol, moving to a five-year cycle would be most efficient and cost-effective and reduce overall risk.
The amount of funds requested is $479,000 annually for one year with the ability to renew for an additional year; this includes the New Era contract amount $455,876 and 5% contingency to accommodate the support of any hardware or software that is added to the city’s environment over the life of the agreement.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to amend the existing contract with New Era Technology to extend for a one-year period with the ability to renew for an additional one-year year period for information technology network and security infrastructure support.
SECTION 2. That, subject to appropriation, the annual expenditure of an amount not to exceed $479,000 is authorized from the ICT Fund, Account Code 7084-17500-1144006HWMAIN, for the purpose listed in Section 1.
SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the above-mentioned Account Code in an amount not to exceed $479,000 annually in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order for the City to maintain and improve the city of Toledo information and communications infrastructure.
