Title

Authorizing the expenditure of $50,000 from the General Fund for a sponsorship to support the 2025 Glass City Jazz Fest; waiving the competitive bidding requirements of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:

The purpose of this ordinance is to provide funding for the 2025 Glass City Jazz Fest, a free event to take place at the Glass City Metropark. The daylong event will occur on Saturday, August 9, 2025, and will feature a number of local musicians as well as national acts. It is being organized in homage to Toledo’s storied place in jazz history. This event will bring many regional visitors into the area and provide an opportunity for Toledoans to enjoy a day of music on Toledo’s beautiful waterfront.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the sum of $50,000 is hereby authorized for expenditure from the General Fund Account Code 1001-10100-1112001stdstd for the purpose of a sponsorship supporting the 2025 Glass City Jazz Fest.

 

SECTION 2. That this City Council finds it in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that the Great Lakes Jazz Society is a local non-profit most qualified to provide solutions and services that meet the specific needs of this annual public event.

 

SECTION 3. That the Mayor is authorized to enter into a sponsorship agreement for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Law.

 

SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $50,000 in payment of the above authorized obligation upon the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to provide timely sponsorship support for the event.
