SUMMARY & BACKGROUND:
The Division of Water Distribution located a leak on the 60-inch steel transmission main located on Woodruff Avenue. An attempt was made to isolate that portion of the main to perform a repair. Water Distribution was unable to isolate the main and damage was discovered to the existing valves that could not be repaired without shutting the transmission main down or using specialized parts and equipment. The only fitting that was found that could accommodate the size of the pipe and material needed to resist corrosion was the Westatlantic Split Barrel Repair Clamp. This clamp will be installed while the main remains under pressure. Westatlantic is the sole source provider of the specific clamp needed to complete the repair. Funds were appropriated in the Replacement Fund for this type of project.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract with Westatlantic Tech Corp for the purchase of a Split Barrel Repair Clamp, upon such terms and conditions acceptable to the Director of Law and the Director of Public Utilities.
SECTION 2. That the expenditure of an amount not to exceed $18,000 is authorized from the Water Replacement Fund Account Code 6063-34000-4UC2523STDSTD for the purposes identified in section 1.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of the TMC Chapter 187 for the reason that Westatlantic Tech Corp is the sole source provider of the clamp that can accommodate the size of the pipe and material needed to resist corrosion required for the repair.
SECTION 4. That the Director of Finance is authorized to issue their warrant or warrants against the Account Code above in payment of the above authorized obligations upon presentation of proper voucher or vouchers in an amount not to exceed $18,000.
SECTION 5. That this Ordinance is declared to be an emergency and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the City and for the further reason that this Ordinance must be immediately effective in order to permit the earliest possible repair of critical elements of the City of Toledo’s water distribution system.
