SUMMARY & BACKGROUND:

Federal regulations and Hoffman Road Landfill’s Title V air permit require that a Gas Collection & Control System (GCCS) be installed and operating at the landfill.    Certain components of the GCCS are reaching and in some cases, operating beyond their predicted useful life, presenting an increasing risk of failure.  Federal regulations and the landfill’s Title V air permit also dictate a timeline for expanding the GCCS.  The GCCS continues to age and deteriorate, decreasing the overall effectiveness of landfill gas recovery.  Regular replacement, repair and/or rehabilitation of GCCS components are essential to ensure continued regulatory compliance, to maintain GCCS effectiveness, and mitigating the risk of undesirable landfill operational issues such as odors or landfill gas migration.  Collecting landfill gas effectively and efficiently also increases the value of the GCCS as an asset in any energy recovery project. 

 

Expenditures are necessary to install new GCCS components and/or repair/rehabilitate the existing GCCS infrastructure to maintain and operate the GCCS in compliance with environmental regulations and improve collection efficiency.  Ordinance 28-18 authorized the expenditure of $46,189.73 towards GCCS improvements and this Ordinance will bring the total capital funding for 2018 GCCS improvements to $63,635.73.

 

Ordinance 406-17 authorized expenditures to purchase an Articulated Truck for the landfill operations.  The diligence of the city’s Fleet Operation resulted in a final purchase price less than the original quoted amount, which left an unencumbered balance in CIP Account 5040-24500-8CP1714ARTRUK.  Given that no additional expenditure for the Articulated Truck is necessary, the unencumbered remaining capital is better assigned to a more critical purpose at the landfill.

 

This Ordinance requests authorization to disappropriate $17,446 from CIP  Account 5040-24500-8CP1714ARTRUK, appropriate and expend $17,446 from the unappropriated balance of the CIP fund to CIP Account 5040-24500-8CP1802LFGCCS for improvements to the GCCS at the Hoffman Road Landfill.  

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the mayor is authorized to accept bids and award contracts or agreements for goods and services to Hoffman Road Landfill upon such terms and conditions shall be approved by the Director of Public Service and the Director of Law.

 

SECTION 2. That the disappropriation of $17,446 is authorized from the Capital Improvement Fund, Account Code 5040-24500-8CP1714ARTRUK (Articulating Truck).

 

SECTION 3.                      That the appropriation of $17,446 is authorized from the unappropriated balance of the Capital Improvement Program Fund to Account Code 5040-24500-8CP1802LFGCCS; and the expenditure of funds is authorized for improvements to the GCCS at the Hoffman Road Landfill.

 

SECTION 4. That the Director of Finance is authorized to draw her warrant or warrants against the Account Code in Section 3 in an amount not to exceed $17,446 in payment of the above authorized obligations upon presentation of proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order for the City of Toledo to ensure that the GCCS at the Hoffman Road Landfill continues to operate effectively and within regulatory requirements.
