SUMMARY & BACKGROUND:
The City of Toledo is entering into a contractual agreement in the amount of $33,100 annually to be used for the Green Infrastructure Invasives Control Project. The stormwater control measures called out in this project are components of the City’s infrastructure and critical to complying with the Ohio EPA National Pollutant Discharge Elimination System (NPDES) permit for storm water.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to accept bids and enter into contract for an initial term of one (1) year with two (2) one-year renewal options for the Green Infrastructure Invasives Control Project, upon such terms and conditions as the Director of Public Utilities and the Director of Law deem requisite and proper.
SECTION 2. That subject to appropriation an amount not to exceed $33,100 annually is authorized for expenditure for the contract authorized in Section 1 from the Storm Water Operating Fund, Account code 607A-38000-4000552STDSTD, for the Invasives Control Project.
SECTION 3. That the Director of Finance is authorized to issue their warrant or warrants against the Account Code listed in Section 2 in the amounts not to exceed those authorized above for the Invasives Control Project upon the presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain critical elements in the city’s storm water system.
